You are probably missing the SWIG <-> Python glue libraries. Did you follow the
instructions in subversion/bindings/swig/INSTALL, which state:

        * run 'make && make runtime && make install && make install-runtime'

I believe with SWIG < 1.3.20, you didn't have to manually install the runtime
libraries...
