swig 1.3.20 NOT compatible with svn

I was just talking to someone on irc.freenode.net#svn
who told me that
it is planned in the upcoming release of subversion
(0.37.0) for
compatibility with swig 1.3.20. But the documentation
(INSTALL) that
comes with 0.35.x says otherwise "swig 1.3.19 or
newer)". What gives?
The latest stabilization branch of svn is supposed to
work with swig
1.3.20 but where does that leave my TortoiseSVN users?
 Are they
compatible?
