svnadmin --version

Works for svn and svnlook too. It's in the svnbook,
but switches don't seem to appear in command line help.

Also, not sure if this is your problem, but I believe
you need libdb42.dll with Subversion 0.35+, so perhaps
try recompiling Apache with a more recent bdb version?
