If you start that project, may I suggest you to take look at
http://svn.collab.net/repos/svn/trunk/tools/test-scripts/svntest/

In general, it is capable to build subversion installation from
apr,apr-util,httpd level and after that tests it. So, first of, those
script migth be useful for substruct (or not). Secondly, it would be
quite cool, if you could type:

tar xjvf substruct-x.y.z.tar.bz2
make
make install
make test (== svntest with shared build {ra_local,ra_svn,ra_dav})
