Neon SSL library

I don't really know what Neon is, but when I run configure, apparently I have no SSL support.
configure: Configured to build neon 0.24.4:
Install prefix: /apps/Subversion
In config.log, the command is:
/test_area/build/subversion-0.35.1/neon/configure --prefix=/apps/Subversion --with-berkeley-db=/apps/BerkeleyDB.4.2 --enable-ssl --with-ssl=/apps --with-apxs=/apps/apache2/bin/apxs --cache-file=/dev/null --srcdir=/test_area/build/subversion-0.35.1/neon --enable-shared --with-expat=/test_area/build/subversion-0.35.1/apr-util/xml/expat/lib/libexpat.la
I have tried it with --with-ssl=/apps and --with-ssl=/apps/lib , where libcrypto.a and libssl.a are in /apps/lib which is in my LD_LIBRARY_PATH .
