update to exclude locally modified files

Hi,

I am having some methodology issues with CVS and I am hoping subversion
will help me after I switch.

I use a "stable" tag process to give all my users at a stable baseline on
which they can safely update with confidence that the copy they get off
the database is coherent and that code is sane.

My users have two kinds of files in their local copies:
1) The files they actively work on, which are either:
   a) Locally modified
   b) checked in but untagged files
2) Tagged version of files they do not wish to modify

How can I get svn to update only files in the second category (i.e. I do
not want svn to revert local copies that fall in the 1b) category to the
previous "stable" tag)?
