revision numbers

Hi,

i made a repository and then imported 2 projects with
svn import project1 http://localhost/svn/project1 -m "Import project 1"
and
svn import project2 http://localhost/svn/project2 -m "Import project 2"

For the first import, the revision number is 1, the second project had
revision
number 2.
Is this expected behaviour or is there a way i can change this so that each
project's revision number starts from 1?

My repository looks like this:
  svn/project1
            trunk
            branch
            tags
        project2
            trunk
            branch
            tags
