It did before 0.33.0 and it does again starting 0.35.0. The ones in between
did not and required explicitly to run 'svnadmin deltify /path/to/repository'
to be run explicitly. This could be done from the post-commit hook or a cron
job or any other scheduling mechanism.

Just to be *really* clear: starting 0.35.0 none of that is necessary
anymore; it's back to automatic deltification again.
