Where does it say that? There's nothing wrong with running recovery at
any time. At worst, recovery just does nothing.

If the repository is stuck -- say, there's a lockfile that a previous
process didn't delete when it was interupted -- it's not going to always
tell you. Instead, the next process comes along and just quietly waits
forever for the lock to go away. That sounds like your scenario. Run
recovery.
