Windows client failure

I am getting the following error on all windows clients when trying to
access the repos via checkout or update.

svn: REPORT request failed on '/svn/java/!svn/vcc/default'
svn:
Unable to open root of edit.

The repos can be browses via a IE6. My apache server is using digest
security with or without SSL. As far as I can tell the configuration is
setup correctly.

Any help will be welcomed.
