svn: DB_INCOMPLETE: Cache flush was unable to complete

After I got an error during commit, I run svnadmin recover and got the
follwoing error msg:
 
svn: DB_INCOMPLETE: Cache flush was unable to complete
 
then I ran svnadmin recover again (3 times) but it didn't get better.
Then I removed the read-only tag on all files and rerun svnadmin again ->
again the same error.
 
I search a bit on google on found, that somebody had also encoutered this
problem: http://www.contactor.se/~dast/svn/archive-2003-06/0392.shtml on the
2003-06-09.
 
SVN Version: 0.33.1 on Windows with Apache 2.0.48
