Problem with checkout from svn.collab.net

Hi,

I'm having a hard time grabbing a working copy of:

http://svn.collab.net/repos/tortoisesvn/trunk/doc/

Or in fact, anything from the svn.collab.net repositories, even just one
file.

Error reported is always the same:

C:\Test>svn co http://svn.collab.net/repos/tortoisesvn/trunk/doc/english
svn: RA layer request failed
svn: REPORT request failed on '/repos/tortoisesvn/!svn/vcc/default'
svn: REPORT of '/repos/tortoisesvn/!svn/vcc/default': timed out waiting for
server (http://svn.collab.net)

Have tried using TortoiseSVN.22.1 as well as SVN.33.1

On the same connection I can grab working copies from other repositories on
different servers, and can view the svn.collab.net repositories in Mozilla
Firebird and in the TortoiseSVN repo-browser...so I'm wondering if there
could be something in the server setup or perhaps upstream of me that could
be causing the checkout timeout with svn.collab.net?

I'm on a government connection which scans all traffic, but the fact that I
can view the URL in a browser suggests (to me anyway) that the site isn't
blocked.

Any clues? I'm on WinXP SP1 with latest patches.
