You are missing the point. Unless you are using the "right" timezone files, ntp
does not include the 22 leap seconds since UTC 0. It is one of many niggling
problems with ntpd (the other major one being that during a leap second
increase, ntp will report the wrong time). But don't take my word for it:

If you are using clockspeed and ntp on the same machine, the local time (as
measured vs the corrected machine clock) will be 22 seconds ahead of the time
reported by the ntpd service.
