That usually means that the user "SYSTEM" doesn't
have access rights in either the directory the msi installer
is or the directory to where you want to install it.
Check the permissions on both directories.

And a note to Eric Wadsworth: running a server on
a windows box is _no_ problem. Apache runs very
well on those too and it's not necessary to buy
a separate computer just to install Linux/Subversion.
The only windows version where you really shouldn't
install apache are Win95/98 and WinMe - all others
work well.
