Log message format

I see that the log messages in the subversion repository are very well
formatted, with descriptions for each modified file, and in some cases
the name of the function modified. Are those logs hand formatted, or
before editing there's some script that sees the diffs between the last
revision and the modified files, indicating which functions were
modified, etc?
