svn 0.33.1 - wrong version number

I've just upgraded to 0.33.1 and have got 2 problems:

a) my format file still contains 2, not 3
   as I have read, the db schema has changed to v. 3..
   (someone enlighten me)
b) the http output (through browser) still shows subversion v. 0.32.1
   ie. a previous one.
