How to do deltification on windows?

Hi,

From the discussion on the dev-list about deltification, I get the
impression that it's not that easy to write a post-commit hook that runs the
deltification command on windows... Am I right?

I'd like to know how I can best set up the deltification on Windows (Win2k,
cygwin also installed). I'm hesitant to upgrade my repositories to SVN
0.33.x now for the server, because I'm afraid they might grow way too much
in size until issue 1601, about automatic deltification, is closed...
