I feel a slight chagrin that we already took the obvious "best" name
for this converter, when we named the tool that lives in
SVN/tools/cvs2svn/. But only slight :-).

If another program uses the string "cvs2svn", it should do so to refer
or compare to the one in tools/cvs2svn/, for example

   "This is 'refinecvs', CVS-to-Subversion repository converter
    intended to be an improvement over the 'cvs2svn.py' distributed
    with Subversion..."

That way you get your search match, but identity confusion is avoided.
(This is only advisory, of course. We haven't registered a trademark
on "cvs2svn" or anything.)
