Ok, I didn't reset the counts between tests but it was 'fast' then 'slow',
snapshot taken after the co.

I agree it looks very similar to 1563. The main difference are:
* this happens ALL the time when using dav on this repository
* its not related to performing backups
* svnserve doen't work either once it happens
* the repository appears damaged in some way and has to be restored from
backup
* its not a stall, its a slow down. However it can get so slow it looks like
a stall.
* for my team this is not as post 1.0 issue
