That's not entirely true. There *are* incremental dumps which could be
loaded into an empty repository. The warning you got was to inform
you that in no way, shape, or form, would this incremental dump work
in an empty repository (because data was copied from revision 177,
which is older than revision 200).

I've been meaning to fix that warning string though. I'll do so now.
