Now it's working. I think I misunderstood what do you mean.....

Repository is (for me) every subdir/project under SVNParentPath, but there
can be more than one location-block with diffrent SVNParentPath and diffrent
password-files. Now every dev-group can create a ininite number of project
under their location and accessrights can be handeld by diffrent
password/group-files.
