If a binary package (svn-win32-x.xx.x.zip ) are released, then an
installer (svn-x.xx.x-setup.exe) will usually come 1-12 hours later.

All you can do is to monitor this url:
http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=91

..and/or keep an eye on the announces on this mailing list (and/or the
development mailing list).
