DESTDIR is for when you want to "install" to one place and then use the
thing from another place. This is, of course, most useful for
packaging. Ted *is* installing in one place using DESTDIR and then
using Subversion from somewhere else.

He's installing to ...ix86-linux/encap/subversion-0.26.0 and then
running Subversion from ...ix86-linux.

He says this is because he's using some package management system called
encap. http://www.encap.org/
