There's a feature specifically for that:

   1. Start with the earliest version and commit it as the first
revision in a new repository.
   2. Right-click drag the next version's folder and drop it on the WC,
selecting the "SVN Vendor Branch Here" menu option.
   3. Verify the changes to the working copy and commit.
   4. Repeat until all versions are imported.
