problems connecting to SVN repositories following upgrade to TortoiseSVN 1.9.6 (64 bit)

I am running Windows 10 Pro (64bit) version 1703 build 15063.482

On Monday I updated from Tortoise SVN 1.9.5 to 1.9.6

Following this update I noticed that, if I hadn't used TortoiseSVN in a
while (an hour?) that when I next when to SVN Update a working copy,
Tortoise SVN would not connect - the SVN update dialog would appear but
would never get beyond saying 'Updating'.

I would have to click Cancel the SVN update then retry - at which point it
would work fine and continue to do so until I once again stopped using it
for a length of time.

I downgraded back to 1.9.5 earlier today and so far have not experienced
the same issue.
