Short answer: Yes, it is.

Any 1.x client can work with any 1.x server. Generally speaking it might
however be that certain features won't work or will perform less
performant if either the client or the server is too old. A feature
matrix is provided with the SVN release notes (see
https://subversion.apache.org/docs/release-notes/1.9.html for instance).

Things which won't work in your case for instance are:

- commit unlocking (see 1.9 release notes)
- loading svnrdumps (see 1.7 release notes)
- svnsync locking race-condition fix (see 1.7 release notes)
