What was a bit tricky for me (and could be found in the source code!) is that
/vacuum works only if the /cleanup is set, so command line to be something
like:

/TortoiseProc.exe /command:cleanup /noui /cleanup /vacuum /externals
/refreshshell /noprogressui /path:./
