Forcing commit message spell check to English

I'm using TSVN on a French Windows system, for a project where participants use
English for commit messages. My problem is, the spelling checker for commit
messages is in French, despite TSVN's general setting language: English.

Is there an option or trick to force the use of English for commit message spell
check, on a per-project basis, or in in TSVN ? I did not try in Windows itself.
