My system is a heterogenous mult-display adapter setup. Display 1 is an NVidia 4x2 Mosaic display. Display 2, where the Direct2D problem is seen, is an AMD display, rotated in portrait mode. I used Direct2D is my own application development on Display 1. Display 2 Direct2D support is probably not functioning because of the display orientation, or because it is not the primary display.

If that fixed the problem for you, you should really check your GPU drivers and settings. Because that's only a workaround if Direct2D doesn't work properly.
