Commit comment field disabled with TortoiseSVN client

Having tolerated this bug for about 18 months, I've decided to report it. It seems like nobody else is seeing this problem but I can't get rid of it.

When I commit one or more files, I should be able to enter a comment. In about 99% of the cases, I am prevented from entering a comment because the comment field is greyed (inactive).
