update: in my case at last I waited until Tortoise has showed me log. And after that any subsequent attempt to view log from merge dialog works instantly. But after reboot - again it takes ages to see log.

So all in all - I guess the problem may be that in 1.9 version parameter LogFindCopyFrom = false is just not working at all.
