Externals to another repository doesn

I use version:1.9.5, Build 27581.
I made external in repo browser to another repository. During check out of project I have got error:
Unsupported external: URL of file external
"http://repo.local/svn/repo1/test1/trunk/test.h is not in the repository http://repo.local/svn/repo2/test2/trunk/".

What is a reason for this error? I read here: "https://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-externals.html" the manual an it is not supported till version 1.6 but should be supported in above versions.
