Patch file: crash and other issues

When applying the attached patch file (right click on patch file, then choose context menu "Apply Patch"), TortoiseSVN (V1.9.5, Build 27581 x64) instantly crashes. This got auto-reported in
https://drdump.com/UploadedReport.aspx?ProblemID=258338&DumpID=12780151
and a couple of times before that.

However, there is another issue:
When I double click the file, TortoiseUDiff opens with that file loaded.
When I then click on File->Apply Patch and choose a folder, an error dialogue opens which is empty (see other attachment).
The expectation is in the first place to have the patch applied, or in case of an error some meaningful information in the dialogue.
