A question about ShellIconOverlays on win10 family simplified Chinese version

Hello,I am a developer from China.

When I use toritoiseSVN,I encounter an issue that missing the ShellIconOverlays.
My OS is win10 family simplified Chinese version 14393,the TortoiseSVN I had used are
1.9.4-x64、1.9.2-x64、1.8.4-x64. There are same problem in the above version,so can I get
rid of the version causing it.

The detail of the issue: when I use TortoiseSVN,the files (with .svn) which missing the shell icon.
Then I searched many relative descriptions,finally,the problem is in the registry.In the ShellIconOverlay,
there have not TortoiseSVN item such as Tortoise1Added,Tortoise2Confict and so on.
So,I use tortoiseSVN setup to repair it,which make it has TortoiseSVN item,even I have rename the item with
three space as prefix(because the win10 have 15 limits of shelloverlays).Then I restart my system,the shell icon
is working!!However,when I restart my system again,it doesn't work.:(
So I check the registry ,obviously,in the ShellIconOverlay,there have not TortoiseSVN item.

I have no idea how to resolve it ,even I have try to write relative item in the registry.
but,it also disappears after restart system.
