Yes, you can use Linux based SVN severs with TortoiseSVN.

When I work, the IT people run the servers for us. When we need a new
repository, we ask them, Then they give us an URL for the repository. This
URL is then used to tell TortoiseSVN where the repository is.

If your IT people can not help you (or this is not a work related project),
the online book at http://svnbook.red-bean.com/ hass chapters on server
configuration and repository administration.

Also, svnforum.org is a good place to find help with repository and server
setup, configuration and administration.
