Sorry, I was wrong about the solution involving MonitorFromPoint - MonitorFromWindow (https://msdn.microsoft.com/en-us/library/windows/desktop/dd145064(v=vs.85).aspx) would make much more sense.

BTW, the "How to Quote" link on the TortoiseSVN Community/Mailing Lists page (https://tortoisesvn.net/community.html) seems to be broken.
