svn:externals dialog ignore HEAD settings if Peg field is not empty

From: Mauro Caon <mauro.caon_at_gmail.com>
Date: Tue, 5 Jul 2016 05:54:03 -0700 (PDT)

Version: TortoiseSVN 1.9.4, Build 27285 - 64 Bit (last available)

Issue:
"Edit External" dialog doesn't save correctly if a revision number was set and set radio button to HEAD (without clear the "Peg:" field)

How to reproduce:
 1. Create an external reference folder linked to a revision, not to the HEAD
 2. Open the repository "properties" dialog
 3. Doble clink on the svn:externals row to edit it
 4. Doble clink on the external item to edit it
 5. Click HEAD radio button (don't clean "Peg:" field)
 6. Click OK button
 7. "svn:externals" dialog ignore HEAD settings and keep the old revision number reference

Workaround:
On "edit external" dialog, click HEAD radio button AND clean "Peg:" field)
