bump sqlite3 to 3.13.0 for stable nightly

Hi,

would it be possible to bump the sqlite3 version for the 1.9 nightly to
3.13.0? I understand the current version is 3.12.2 there.

I'm asking here, because we have an issue with one of our user machines
which in the past week triggers a blue screen quite regularly upon an
svn update. Afterwards the wc.db is corrupted.
Bert suggested on IRC that a fix in SQLite 3.13.0 was contributed by a
VisualSVN developer and hence there's a slight chance this might resolve
the db corruption we get here:
"Fix a locking race condition in Windows that can occur when two or more
processes attempt to recover the same hot journal
