if the 'tsvn:projectlanguage' is set to English (1033), then the spell
checker automatically uses English. But of course only if Windows has
the language for the spell checker installed.
If not:
Go to Settings, time &language, region & language.
click the "+" button to add a language, select English and add the
language pack.
