Bug report: TortoiseSVN windows open in unintuitive order

Hi,
I've noticed that in a variety of situations, TortoiseSVN opens windows in an unintuitive order.
What I did
1. Compare URLs
1. Right-clicked in a local SVN folder
2. Went to Repository Browser
3. Authenticated
4. Right-clicked a folder
5. Selected "Mark for comparison"
6. Right-clicked another folder
7. Selected "Compare URLs"
2. Show revision graph (from Windows Explorer)
1. Right-clicked in a local SVN folder
2. Went to TortoiseSVN
3. Went to Revision Graph
4. Cancelled the authentication prompt
3. Show revision graph (from Repository Browser)
1. Open Repo Browser
2. Right click anywhere
3. Click Revision graph
4. Cancel the first authentication prompt
4. Open Repository Browser
1. Right-click in local SVN folder
2. Click TortoiseSVN
3. Click Repo Browser
4. Fill in the authentication details
5. Press OK
What I wanted to happen
1. The Authentication window should stay on top of the progress window since the user needs to first deal with the Authentication window before anything else works.
2. The Windows should be layered in the following order (top to bottom):
1. Want to go offline?
2. Revision graph (Getting information from repository...)
3. Revision graph
4. Windows Explorer
3. The authentication prompt should be on top since the other windows can't be used until the authentication prompt is dealt with
4. The Repo Browser should be on top of the Windows Explorer window since I just tried to open Repo Browser
What actually happened
1. The Authentication window was initially on top, but then the blank TortoiseSVN progress dialog appeared on top of it. The TortoiseSVN window is unresponsive until the Authentication window is first dealt with.
2. A few things
1. I saw the Windows explorer window instead of the TortoiseSVN windows
2. Three TortoiseSVN windows were hidden behind the Explorer window:
3. The two Revision graph windows shown above are unresponsive until the Want to go offline? window is cancelled.
3. A second authentication prompt appeared behind the other windows. The other windows were unusable until this new, hidden authentication prompt was first dealt with.
4. The Repo Browser is behind the Windows Explorer Window
* TortoiseSVN 1.9.4
* VisualSVN Server 2.1.9 (SVN 1.6.17)
* Windows 10 Enterprise
* Visual SVN server is configured to use Windows authentication using the Basic authentication method:
