No longer able to use CAC to access SVN Repo

I am no longer able to checkout/commit/update using TortoiseSVN 1.9.3 and my DoD issued CAC. I am prompted to select a certificate file rather than prompting me to select my certificate from my smartcard. I expected to received a prompt from Windows Security to select my cert from my CAC, then enter my pin, but I simply get a dialog box "Open client certificate file" asking me to select a certificate file.
