Thank you, Stefan! I just did another "Check For Updates...", and it
did tell me, correctly, "Current version is: 1.9.3.27038". Then, after
installation of the latest version from
https://tortoisesvn.net/downloads.html, it now tells me:

       Your version is: 1.9.3.27038
       Current version is: 1.9.3.27038
