Feature Request: Set global working copy version

Hello,
Some organizations have internal tooling requiring a specific working copy version. As far as I am aware, this forces users to stay on an outdated TortoiseSVN version, or constantly face working copy upgrade prompts. Would it be possible to add a configuration option to globally set what working copy version you wish to work with? To allow for example, TortoiseSVN 1.11 to always write working copies in SVN 1.7 format, etc.
