Context menu pops up then closes

Hi,

Since upgrading to 1.9.2 I find the context menu pops up on a right click,
but before I can click or navigate it disappears again. Not only does this
make TortoiseSVN unusable, it makes windows pretty difficult too.

I tried repairing the installation, uninstalling and reinstalling,
installing an older version (surprisingly this didn't help even thoug it
was working before). The only thing I can do to make the problem go away is
uninstall TortoiseSVN completely (which does suggest that it, not some
other shell extension, that's causing the problem).

This is on Windows 10.

I see it says in the release notes for 1.9.3:
- BUG: Crash when showing the context menu in the status
       list control if the class associations couldn't
       be created. (Stefan)

Is this likely to be the problem?

Is there a way I can diagnose it further?

Is there anything I can do to work around it for now, as I'm without access
to source control completely now.
