Could it possibly depend on whether the process opening the File Open dialogue is 32-bit vs 64-bit?

I have similar symptoms in Tasking (based on Eclipse 3.4) using the "Context Menu..." plugin for Eclipse - I use that extensively for TortoiseSVNing.

I also can't access the SVN context menu when using the File Open dialogue from Eclipse - which I would have thought was using some Windows Explorer component. However, if I use Notepad.exe's File Open Dialogue, the SVN context menu is available.

All of this after I have installed Visual C++ Redistributable for Visual Studio 2015 from https://www.microsoft.com/en-za/download/confirmation.aspx?id=48145 on my Windows7 PC.

I'm going to downgrade to TSVN 1.8 again until I will have more time to fight with this, but any suggestions would be nice.
