Could it be possible that you installed 1.9.x at one point and then
downgraded to 1.8.12?
If so, the project monitor could still be left in ur windows startup
settings. Since TSVN 1.8 doesn't contain that feature the result is that
you see the TortoiseSVN dialog at startup instead.
Either upgrade to 1.9.x again (in which case the project monitor will
startup again) or locate and remove the startup setting left somewhere
in ur system.
