Context menu behaviour different than executing GUI from command line

I have installed TortoiseSVN 1.9.2.26806 64-bit on Windows 7. I am able to checkout a repository from the command line using TortoiseProc.exe and the appropriate arguments:

  TortoiseProc.exe /command:checkout /path:"path\to\dir" /url:svn+ssh://username@host/path/to/repo

But I cannot checkout the repository using the context menu in Windows Explorer. I have displayed the dialog boxes side by side and verified that the "URL of repository" and "Checkout directory" parameters match. When I try to checkout using the context menu I get a dialog box with "Checkout Failed!" as the title and the following error messages:

   Unable to connect to a repository at URL
   Network connection closed unexpectedly

Any ideas on why it works from the command line but not from the context menu?
