No, that's just the OS part of the C-runtime that gets installed via
Windows-Update.
That part isn't installed with the merge modules either, but MS does not
consider that a bug in the merge modules.
However the merge modules are still broken, even with kb2999226 installed.

While my report is marked as fixed now, I haven't seen any updated merge
modules yet:
