externals documentation question

There are a couple of statements in the documentation that I don't
understand. What do they mean?

"If the external project is in a different repository, any changes you make
to the external project will be notified when you commit the main
project..."

Found on both of these pages:

It seems to be saying that "changes...will be notified", which doesn't make
sense. You can notify someone or something *about* a change...

Hopefully someone can revise the docs, too?
