As another data point, I noticed this issue as well. I thought it might be an upstream issue with the command-line binaries, but I tried installing the SlikSVN 1.9.1 command-line Subversion binaries, and they do not have the issue - 1.9.1 behaves the same as 1.9.0 even when redirecting.
